You can either use PDM or the command addpfm.
STRPDM, option 3, name of the source file and library, then F6 to create a new source member.
Or use Add Physical File Member command, addpfm File and Library Name and new member name.

That answer would not help.
2e is a generator, if it did not generate the source, then PDM is useless.
First, you need to instruct it that you want to generate the file. On the database relations panel you can use option Z to display at file object level - use G or J to request to generate the file(s).
When you have all requests, On the services display, use option 1 to display the list of compiles, and press enter. All requested files and functions will be generated and compiled.
If you use model lists, you can do all this from the list display, plus run the function in debug mode.

CA 2e is shipped with comprehensive manuals - read the one about building applications, and configuring the product - you need some routing entries for everything to become automatic.
