Maybe people are finally growing up and realize the problems they cause.

Rates have been trending down instead of up, but it's only a trend for now. There's not yet reason to think it's permanent. The major spam-bots are mostly still active. New ones that are more effective can be created at any time.

One suspected reason for the current trend is a couple high-profile convictions of major spammers. A potential result is a slight vacuum in the "market" that has a good chance of being occupied by one or more new major spammers.

Do you really mean SPAM ( that mass junk e-mail ) that's usually harmless or of the possible viruses / trojans / malware / worms that may be embedded in them.? Most web security site will have info on recent threats. From what I have read these have been on the decline lately. Maybe people are finally growing up and realize the problems they cause.
