New Microsoft Outlook calendar meetings do not show as tentative

We have a Microsoft Outlook calendar problem. When a meeting request is received, the meeting should automatically be added to the calendar and marked as tentative. However, for a number of users this is not happening. These users do not have rules set up to move meeting requests. I have run Outlook with /cleanprofile, /cleansniff and /sniff switches and have "process requests and responses on arrival" ticked. Only a few users utilize Outlook cached mode.

I don't know what to look for next. What do you suggest?
