New account wont open due to mobile verification

I'm trying to open an account for my sister, the first step is to verify a mobile number. I've tried to two different numbers and each time after I fill in personal details I get a message "oops something went wrong you must start over". I keep starting over until the number has been "used so many times". Now what do I do? I'm very frustrated because Gmail keeps changing things around everyday.

    On gmail, u must choose the country from drop down menu(default country shown from location) and type perfect format as they want. Then u should match ur location according to their criteria. After pressing Next, they should verify ur mob no which u provided in prescribed format. If this matches, they can create ur account.  However, u can follow their guide lines.
