Local wired network sounds like it would mean the same thing as an Local Area Network (LAN). I’ve never heard the term used, and I’m sure there is no such thing as a LWN.
It sounds to me like a way to describe a LAN that does not include wireless, vs a LAN that does include wireless. Or perhaps a way of referring to the wired-only part of the LAN. My thoughts on it anyway…
The two terms commonly used to define networks are LAN (Local Area Network) and WAN (Wide Area Network) and the general meaning of the two is that a LAN is a network of computers within one building, with each computer on the same IP range, and a WAN is a network of computers spread across physical locations where different IP ranges are used.
Both LANs and WANs can be wired and/or wireless, so a Local Wired Network is like technochic says; a LAN that is entirely wired or the wired part of a LAN that features both wired and wireless connections
