Spector CNE is the best one that I have seen. http://www.spector.com
I believe you can get usage reports by user and/or OU from MS ISA Server (2000 or 2004), but only if you’re using it as your network’s Internet proxy.
If your looking for a nice proxy solution with simple, straight forward logging, look at Dansguardian/Squid on Linux.
As mentioned above Microsoft ISA will create some pretty detailed reports. It’s also capable of authenticated access thus allowing tracking by user, group, etc. In addition it has a proxy plugin framework that several vendors use to offer tracking/filtering plugins that go above and beyond the builtin capabilities.
