A faulty network card could be causing the problem. A broadcast storm caused by a faulty network card could very well bring the whole network down.
You should also check whether your Linux box is running a DHCP server.
That could cause weird things like yours to happen, since it will try to supply all machines in the network with a new IP address, and probaly not in the range you normally use!
Couldn’t be faulty if she claims other system is running alright.
Install Webmin and go check the networking section – much easier for me. Like Brydell stated but I think you are running DHCP server which explains the dominant control over the whole network.
“Couldn’t be faulty if she claims other system is running alright”
Not sure what you mean…
She (he ?) said: “… using a static IP which I configured to other system which is working properly...” The fact that another system did work well with the same IP address has nothing to do with the ‘problematic’ server’s network card.
But, anyway, I agree that a DHCP server could also cause some problems…
Connect it to a switch that is not connected to the rest of the network. Connect another device into the same switch. Monitor the behavior of just the Linux server and the second device isolated from the network.
Can the two contact each other successfully? Is communication normal between them?

Thanks for posting back.
