i need some advice about patch panel.

a). what is it? how does it really works
b). do i need it, especially that the company is talking about upgrades?
c). how to set it up

we have a switch with a lot of ports and some ports are connected to the servers and the others are connected to a lower-port switch which is then connected to the different nodes. We are currently handling about 20 computers and we might upgrade to about 40. Now, there are no available ports on the main switch or on the other switches. the boss is trying to make a project if we should need to use a patch panel. so, i need help if i really need to have a patch panel and if yes, how could i set it up.. thank you for your help.. pls reply.
