This should do the trick:

01 Seconds PIC 9(9) BINARY VALUE 5.

PROCEDURE DIVISION.
MAIN-LINE.
CALL LINKAGE PRC “sleep” USING BY VALUE Seconds.
STOP RUN.
</pre>

You can always call a CL program which has a DLYJOB in it and pass a parameter with the number of seconds to wait.
