do you think is it necessary for cloud customers to keep backup hard copies for their data stored in cloud data centers to avoid any disaster occurrence in cloud data centers that may affects customers requests for retrieving their stored data.

The cloud is only as good as your Internet Connection.  If you lose your Internet Connection, then you do not have the cloud.  You should only be using the cloud as a redundant backup and not as your primary.  There are a lot of small businesses in areas that also have limited broadband connections.  I worked at a place that went through a bad storm and we lost our internet connection for a week.  We did have power, just no internet.  So the cloud for backup was useless.  If  you needed the backup files to restore from, you did not have them if this was your primary backup storage.  You need to be looking at any and all thoughts on this from a disaster recovery stand point.
