Is this cable or dsl? Can you ping the default gateway of your router? Do you know how to get the ip of your default gateway and router? Is this windows xp ? If so click on run, type cmd, a black dos screen is pulled up, then type ipconfig, you should see your ip address and the ip of the gateway or your way to the internet. Type ping then the address of your gateway, if you get no results your router could be the problem and may simply need reset, by powering it on and off. You can also type the address in any address bar and get into your router to reset it that way. Just some thought for you to try hope this helps. If you cannot ping the gateway or login into the gateway your router is probably the issue. Could also be faulty cable but doubt it.

Agreed. It could be a problem with the NIC drivers, or the card itself.
Does this occur with any web browser ? What happens if you configure your browser with a "blank page" as home page ?
Have you tried some other program that uses the network ? does it hang ?
