Multiple project plan recommended construct

I have 10 plans to manage. I have MS Project 2003 standard. What is the best construct for managing all these plans? (Need to do EVA for all and in summary).

Hi, I have in the past set them up all in one project plan and had them all at level two and there tasks under this as level three and beyond.

So it looks like this:
Programme
- Project One
—Task One
—–Sub task one
—–Sub task two
—–etc
- Project two
—Task one
—Task two

The problems come when you have project finishing at different times and triggering other projects, but it allows you to report on each proejct and the combined report and also resource reporting and conflicts. The only other area where you some times have problems is in budget reporting, not sure why but the budget does not always mach what i expected, so i manage the budget in a separate spreadsheet with my budget, actual and variance for each week or month defendant upon your project reporting requirements.
