Sure if you partition the hard drive properly. or you can use VMware, or
you can see if you can get a copy of Microsoft’s virtual server 2005. (not sure if it’s out yet)

You cannot determine the “best bet” until you have fully understood the requirements. If the requirements call for multiple instances to be running at the same time, then clearly implementing a multi-boot environment does not achieve the desired outcome.
If the requirements do not call for running multiple instances simultaneously, then sure, a multi-boot system is an option.
