		<description><![CDATA[My guess is that is has to do with the federal modification of when the DST change takes place. There is a patch now that will make the change for you, but it seems that it is not automatically downloaded and/or installed via the Automatic Updates service and can be found by going directly to the Windows Update or Microsoft Update sites.

There is also a utility called TZEdit (the Windows Time Zone Editor) that will let you edit your time zone change dates. The new settings should be:
Start Date/Time: Second Sunday of March at 2:00:00 AM
End Date/Time: First Sunday of November at 2:00:00 AM]]></description>
