		<description><![CDATA[My first question was similiar.  Did you try manually starting the services once the server was up?  This will at least give another indicator about the dependency that is missing.

I&#039;m curious if any other services are not running on the server.  

You mentioned that only the Outlook client is not opening?  Can mail be access from OWA?
