I'm moving our Exchange 2003 Server to a different site, within the same domain. What changes do I need to make besides changing the MX records in DNS at our ISP? When I reconnect it to the network, won't our DNS automatically detect the IP change?

You Have to assign New public IP to this server and create an A record in DNS for this IP address .

there is an option on the DNS called Scavenge that delete the records wasnt used for a dedicated period. May this help you to help DNS to Automatically update its records.
