I have sites with >100 users using either T1 or E1 and the internet link is not overutilized. The key is to ensure that the link is used for business purposes only. Things like streaming media and frequent or large file transfers will saturate even a T1 link. To ensure the link is used for business purposes a web filter appliance like 8e6 or Websense is useful.
