There are a number of companies that offer such services for a fee, although the 'directories' ,may contain mobile numbers they have acquired through sources that may not be too reliable. Publicly-available directory services, such as AnyWho (www.anywho.com) are starting to offer mobile number lookups, and even reverse directory capabilities. Again, this may be for an added fee. I suspect, though, that more companies will be offering fuller directories, and that companies like Verizon may soon publish directories, especially as more people replace land-line phones with more flexible and reliable wireless devices.
