If this computer was part of a different network in the past, you may need to make some changes.

For example, if you have shortcuts to shared folders on other machines, and the shortcuts were created using the machine name, but there is no DNS server currently available to resolve that name, you could experience slow start ups.

But we know almost nothing about this machine...

Start - Run - typed in "msconfig", and click the Startup Tab.
I unchecked everyone individual and restarted after each one, still took about 60 sec. to restart.
then i unplugged network cable and hit restart, PC started up immediately, to fix this don't i have to reset or change IP Address?

When you shut down, do you close all of your programs first? Do you get messages that programs cannot shut down? Have you installed any new programs or updated device drivers? You can try a System Restore back to a configuration when your computer worked correctly. In the System Restore Calendar, you can see what was installed or changed on each date that a System Backup was done. Missing Desktop Icons are a normal part of the shutdown process. The program that displays Icons and the taskbar has to end before the computer will shutdown. Your's is locking up after that progam has ended.

Some installed program/service could be causing the problem.

If you don't provide more details and you don't let us know what you have done so far to troubleshoot, as mentioned by Technochic, we will be just guessing, and maybe suggesting solutions you already tried.
