What would be the criteria that determines whether using SharePoint Online Shared Services vs. using SharePoint Online Dedicated services. What parts do I loose with the Shared Services?

With the current version of SharePoint Online standard, you lose some workflow capabilities, the use of some web parts, and the ability to host an external facing anonymous access web site. The deciding factor should be driven by what you want to accomplish. Also, keep an eye on our announcements because we're adding new features and functionality all the time.
