I have the same problem. Have been using microsoft office outlook 2007 for two years. I am now getting a notice that Microsoft Windows 7 cannot open the outlook window.
I believe that in safe mode, you need to put the whole path to Outlook to bring it up. If you are running the 64-bit version of Windows 7, you should find Outlook in the Program Files (x86) directory (there are two program files directories, one for 64-bit programs, one with 32-bit programs). To run Outlook in the safe mode, you do not need to bring your whole machine in safe mode, just Outlook. When the machine is in safe mode, only the services needed to run Windows are enabled, so, if Outlook works in a machine safe mode, but not when the machine is running normally, you know that one of those services that is disabled in a machine safe mode is the culprit, starting with your A/V. If not the A/V, you'll need to track down what is not started in machine safe mode, and disable those one by one until you hit the one causing the problem.

When you removed Outlook, did you also clean the registry? If not, and one of the registry entries is the cause of your problem, the problem is likely to remain. After removing Outlook, run a good registry cleaner (I use jv16 by Mace Craft Software) to remove references to Outlook. You'll also find a lot of other junk in there as well. Run until you get a clean result.

I tried uninstalling it then reinstalling the Microsoft Office Outlook 2007 software, but it still states it's not capable. Another person has told me this happens if my file that maintains my navigation Pane settings is deleted or corrupted. I don't know how to go about re-entering the folder. I can't find the file or where it lives at. If it has been deleted or corrupted how do I go about getting back my settings, folder and file? :(
