So whenever I'm opening up a new Microsoft Excel file, it keeps showing these weird black stripes and boxes. Basically lines through all of the cells. Is there a setting on that I need to turn off?

Are you opening a template that is predefined? It may be that your default template got corrupted. You may have to create them again.
Open one, select all cells and remove any formatting then resave the document.
Excel uses Book.xltx as the basis for new workbooks and Sheet.xltx as the basis for new worksheets.
If you go to one of the cells in question, right click the cell and go to format cells. Take a look and see if any of the options are not what you are expecting. You may have a corrupted template or something else going on. IF possible try opening on another computer to determine if it’s the file or the program that may have the issue.

I'm having this issue as well. For me, they are also appearing in established .xlsx files. They go away when I hit save but they are an obstruction when you are trying to work with the file. Any ideas?

This is happening to me too. Please tell me how to fix, as it is incredibly distracting and I am wasting way too much time trying to deal with it.

I have not found a fix, I ignore it until I'm done with what I'm doing then I hit print preview, and they go away...until I start working again. Yes it is distracting and annoying. It did prevent me from typing in an adjacent box as well.

You may also want to make sure you don't have it set for page break or another custom view. Click view in the tool bar and make sure "Normal" is selected.

Microsoft apparently put out a fix.

My ghost lines appear when I edit a cell and stay until I scroll down and then back up. They seem to appear almost randomly and can obscure my ability to see what I'm typing, or neighboring cells. Annoying, not fatal.

Check my previous reply. Our IT installed the patch, the issue went away. :)
