You can create a .CSV file using Text_IO builtin. Another way, u can try….
Oracle SQLDeveloper, It has an extension called: Oracle2Excel ! In SQLDeveloper > check for updates > third party extensions > Oracle2Excel. This helps to create or execute Oracle2Excel from within a .bat / .sh file from database using java.
