    Generally, MS apps means, install these on android system that does not mean, they can not install/ not necessary for windows os. Commonly this word (MS apps) is used for Windows 8.1 (u can see here: http://windows.microsoft.com/en-in/windows-8/apps#Cat=t1) and MS application like softwares, MS Office/ other many more softwares. Now what is the purpose behind of ur Q, that should be cleared first.

    Rechil, the term "apps" is just short for "applications" and it is used in several contexts with the same meaning, so the term "MS apps" should be understood as applications from Microsoft (it can, but not necessarily is related to Windows 8.1, which is a pretty new operating system).

    actually to answer your question, it depends on what you want to do your dell computer. if you dont need microsoft word and etc (assuming here) then you dont need it.
