I would initially check for locks.  You can easily find these by:
WRKACTJOB
F16 on Status to sort status alphabetically.  Find LCKW status and proceed with research.

Additional Information:
Message Prestart job ending; too many prestart jobs not in use. 
Cause The subsystem monitors the number of prestart jobs that are not in use. The subsystem ended this prestart job to reduce number of prestart jobs for the prestart job entry.]]></description>
