I am unable to get meeting request receipts on the 2003 outlook calendar invites.

Answer Wiki:
If you have delegates check your delegates settings and make sure you do not have checked "send meeting receipts to my delegates only and not to me". That is usually what causes this.

Are these being sent internally or to external accounts? Is this an exchange account or an ISP mail account? Did it work before and has stopped working or is this a new account and it has never worked? What troubleshooting have you done so far? Please provide more details. Thanks!
