Symantec Endpoint protection will not update manually using the intelligent updater. We are using version 11 and upgraded from corporate v. 10. I get a error that a service is not running.

I do not provide all the details that one need to give you a good advice.
Even so, I think that the problem with your updates might be because the client(s) you are talking about (that do not update) are behind a proxy or firewall.
I suggest this document to your reading about manual updates. If it does not answer your question, please provide us a little more details.
