I'm not sure if this can actually be done.

Protecting documents with options from Excel are program and client specific, and I'm not aware of any method to actually universally disable the feature. You may want to look into some custom VB scripts to disable Microsoft Office functionality.

With MS Excel 2003 and above you can use IRM (Microsoft tool) to protect sheets/books using Active Directory/Windows User Name. Please take a look link below.
