i dont think once you have outsourced testing, with a clear cut SLA, managin their quality should be your call. the deliverables themselves be defining the quality and i am sure quality below standard will not be tolerated by you.
logically the quality of testing of any 3rd party ahs to be assessed before designating them as your outsourced testing partner.
