Have you considered a commercial tool? A robust network monitoring tool like Fluke Networks’ OptiView Management Suite will not only give you insight into bandwidth usage but also provide visibility into the entire network. By monitoring actual traffic, you can identify and solve emerging issues across the entire network before they impact performance, enabling you to better meet your SLAs. Sure, these capabilities come with a price tag, but a network monitoring tool that features discovery, traffic analysis, and on-the-wire packet analysis speeds up the troubleshooting process, so both your IT staff and customers can be more productive. --Note: Crystal Bedell blogs for IDG on behalf of Fluke Networks.

MRTG is still really extensively used within ISP networks. Personally I love InfoVista, it is really intuitive and the granularity easily surpasses other free and imho basic applications. You do pay for what you get though, its not cheap!!

....in fact I might even take a leaf out of Yasirirfans' book and review it in my blog?!

mrtg & cacti are great monitoring/reporting applications but the user is looking for something to also manage bandwidth. Some Cisco or Juniper engineer would be a good choice for answering this question. And if the OP is a provider, then I would highly recommend getting a good local hardware vendor with good support backing. A provider should have good support to ensure customer needs are being met.
