Answer Wiki:
Certainly, an Exchange Admin with full administrative rights can create a profile on their PC with the user's id without having to log in as them. If they open the user's mailbox as its own profile they can change those settings. I have had to do this many times for people who need their out of office turned on and delegate issues, rules etc. It does not require logging into the machine as the user. Just close Outlook, open the mail icon in the control panel, choose to view profiles and set it to prompt for a profile. Then open Outlook and you will be prompted for the profile. At that point choose new and enter the user's id. Then you will be able to open that user's profile.
