Is it possible to create a view for only the documents that have No responces/children using Lotus Notes Formula.

No. In general, the view selection formula can only refer to the data in the document you are considering for inclusion. The only exception is @Allxxx functions which can include responses based on whether their parents are in the view — sort of the opposite of what you want.

What you can do, however, is write agents to test whether documents have responses and flag them accordingly by setting a field. Then you can use that field in the view selection formula. This is easiest if responses are only created, never deleted, because then you can write a “when docs created/modified” agent to flag the main document when the response is created. If you have to notice when the last response is deleted, it becomes more complex, but it can be done using LotusScript scheduled agents.

This is not possible. You can create a folder, then create a LotusScript agent to loop through parent documents, check for children, then move them to the folder if they have none. This folder would only update when the agent runs. The agent would need to empty the folder at the beginning of each run to clear previous results. It may be possible to do something like this with clever use of @formula, but you would still need to move the documents to a folder for display.
