The inbuilt Lotus Notes Archives creates a database based on the template of the MAIL file in the location of your choosing. default is Archive\a_dbname.nsf "in the users notes datadirectory". It will copy the mail / and folder structure of the mail file and then delete them (if you choose to) from the mail file.
You should check that the DB has been created, CTRL > O to open the DB. Browes to its location etc and see if it is there. If the archive DB is not there then it did not run. This is where you will need to go through your setting and check that all is OK.
You could check by running "Archive Selected Documents" and this will let you know if it is the criteria that is wrong or the DB etc.
Good luck.
