		<description><![CDATA[I agree with KarlG. For networks I found Solarwinds usefull but baselines for unused bandwidth which might be of concern when purchasing a TelCom take time and intervention. Legacy equipement is also a killer of TelComs. Like trying to find SDLink cards for Octel for example. No one software solution can help with that I am afraid. Typically you would want to look at the fiber miles and usage then focus on services and SLAs. Software to run a TelCom could also be perseived as the client management tools like Nortel VPN, Cisco VPN, ProComm excetera. Be warned, no TelCom today survived this long without being &quot;frugal&quot;. Is the TeleCom speculation invited or hostile? would determine if the BlackOps tools come-out.]]></description>
