Not alot to go on here, however I would suggest point to point circuits or wireless if you have line of sight to those buildings. If you have a main “headquarters” sight then bring your circuits back to there and use a shared internet connection. Use an internal 172.16.0.0 through 172.19.0.0 each building or department can be subnetted. I would use static routing, (no overhead)

This sounds a lot like a homework assignment. Mostly because by the time any enterprise is to the described size, the network will have been implemented along the way. If this is NOT a homework assignment, I'd really like to know how you got this far without one (a network). However - how far apart are the buildings? This will strongly affect the technology options, ranging from fiber, copper, line of site laser, DSL (A or S), T-1, Frame Relay, ATM, 802.11 wireless, line of sight microwave, trunked modems, etc. I'm not really serious about the trunked modems, but it HAS been done before.
