Create logical file over 2 physical files

I'm having 2 independent physical files. File x having ID & Name - ID is the Key. File y having Phone no and Address - Phone no is the Key. I want to create the logical file over the above 2 Physical file. Is it possible or any other way is there

File Y must have a common key (such as the ID) in order to link them. Doesn’t mean that you can’t use the phone number as the secondary key, or maybe a primary key for another logical.

    You don't have a relationship defined between File X and File Y. In order to link the two files together there needs to be a common piece of data and usually this would be the ID from file X. File Y should be defined as having ID, Phone No and Address and then your logical file (actually a joint-logical) would use the ID field as the common link.
