A few years back I wrote a program, utilizing various system APIs, that would determine what users currently held a license for a giiven product. They were not using Content Manager, but the input was simply the product ID and feature so it was enabled for any product using the system license management support. The program not only provided information about users of the product but could also release licenses automatically. The release was condititional in that some users would never be released, some users would be released if they we not currently active on the system, a user exit program could be called to determine if user X&#039;s license should be released, etc. 

If you&#039;re looking for an automated method (based on calling a CL command either interactively or through a timed mechanism) to help manage product licenses you may want to contact me offline. The product has been used on releases 5.3 and greater. It should work for previous releases, but has not been tested.
