I am not entirely sure what you mean by this? You don't have to give USERS licenses in Exchange server, the Exchange server only requires one license. Are you asking how to give a new user a mailbox account on the Exchange server or are you asking how to allow a new user admin rights to the Exchange server? Thanks.

You do have to purchase an Exchange CAL for each user of Exchange. You don’t have to assign them to your users.

When you create the mailbox you tell it which Exchange Server in your environment you are creating the mailbox on.

the network is working on windows server 2003

i searched this server,and found nothing about exchange

In order to create an Exchange mailbox you’ll need to log onto a server that has the Exchange Tools installed. Typically this will be the Exchange server it self. Are you sure that you have Exchange installed somewhere?
