For separating the user state, you can use roaming profiles and folder redirection which are part of Windows 7. App-V, which is part of the Microsoft Desktop Optimiation Pack (MDOP) will allow you to virtualize your applications. And for OS virtualization, depending on your requirements, you have a choice between local OS virtualization with MED-V (which is also part of MDOP) and server-hosted desktop virtualization with either VDI or session virtualization (formerly known as Terminal Services) as part of Remote Desktop Services in Windows Server 2008 R2. You may already own some of these products though.
