You don't actually put a lib list (libl) in a RPG program. The library list (libl) is attached to the program in one of the following ways:
1 - A CL program sets up the libl and then call the rpg program
2 - if the rpg program is called via the command line, then it would use the user current libl, set by your current jobd. You could also change your libl to reflect the correct libraries before running the program interactively.
3 - submit the call of the program to batch and use the current jobd (libl) or change the jobd & libl on the sbmjob command.
