 Latency on the network

What causes Latency on a network. I have a cisco switch, router and firewall. There is a vpn firewall between sites. the otehr day the sub I could not ping the sub interface on the cisco router, and I had alot of crc errors on the switch..I changed cables, changed routers as well as ports and still latency..and ideas???

Software/Hardware used:
Sonic, Cisco Routers and switch
