It competely depends on what tasks this role is given within your company. Some deal with everything, because the level 1 support just log the call, some deal with only more technical issues, as the level 1 deal with most of the simple stuff. Some companies have level 3 that will only get involved if it of a certain urgency level, and the level 2 deal with all other issues.

There is no standard, it is just whatever is decided locally.
