I'm not aware of any freeware fax software for the System i, in the past I have used Fax*Star which ran under OS/2 but received spool files from the AS/400 with embedded control codes and telephone numbers for automated faxing.
As an alternative have you looked at any of the freeware printer drivers that define a fax queue as a Windows printer?
