First step:
PING BOTH WAYS
* Ping from PC to iSeries
* Ping from iSeries to PC
All this does is verify that TCP/IP is connected from iSeries to PC.

Second Step:
Run CWBPING in a DOS window.
(This assumes that you have Client Access installed.)
CWBPing <Host_Name>

Sample:
C:UsersMIS>cwbping 192.168.254.8

IBM iSeries Access for Windows
Version 5 Release 4 Level 0
Connection Verification Program (64-bit)

Licensed Materials - Property of IBM

To cancel the CWBPING request, press CTRL-C or CTRL-BREAK
I - Verifying connection to system 192.168.254.8...
I - Successfully connected to server application: Central Client
I - Successfully connected to server application: Network File
I - Successfully connected to server application: Network Print
I - Successfully connected to server application: Data Access
I - Successfully connected to server application: Data Queues
I - Successfully connected to server application: Remote Command
I - Successfully connected to server application: Security
E - CWBCO1011 - Remote port could not be resolved
E - CWBCO1008 - Unable to connect to server application DDM, returned 8407

I - Successfully connected to server application: Telnet
W - CWBCO1015 - Connection verified to system 192.168.254.8, but there were w...

That will tell you what is running and not.

Or did you also try STRHOSTSVR *ALL

This starts the host services like signon, etc. If this is not running you will not be able to log into green screen except for the console.
