Requirements for a dashboard are completely different to requirments for datamining, so I don’t see how you can combine the 2. If you have any php developers to hand, you can develop dashboards using PHP, PEAR, Query2XML, XML, XSLT, XML/SWF and javascript quite easily. If you want a more robust framework, there are some good open-source BI providers out there, e.g. BIRT, Jaspersoft, Pentaho, as well as some providers that do “express” versions of their software e.g. IBM Cognos, Microstrategy.

For datamining, you are really looking at far more complex software, but again, there are both open-source solutions and some products that would fit your budget e.g. Yale, Pentaho, Rapidminer (open-source), and ADVIZOR (pay for use).
