 Is there any configuration on Cisco router to enable it to respond to ARP from IP source 0.0.0.0?
When I configure my PC with a static IP the PC issues an ARP packet to the IP I configured with source IP 0.0.0.0 If any other PC (windows/Linux) have this IP I get a reply to my PC. If the Cisco router is configured with this IP my PC doesn’t get a respond to the ARP and this IP will be active on my PC and the router causing  routing problems in the network.

the main reason you doing a static ip is that you have control and knowledge of you network ip addresses. i suggest just setup a DHCP on your cisco router, so no problem would occur on duplicate addresses. ------------------------------ The statement "I configured with source IP 0.0.0.0" is most likely the source of your problem. The 0.0.0.0 address is what routers use as a "default route" - which means if the router has NO IDEA where to send traffic, it sends it to a designated interface. So, if you've configured 0.0.0.0 to go to your PC, then it makes sense that you're having routing issues, all your "default traffic" is being sent to your PC and going nowhere. Set the PC to DHCP, avoid using the 0.0.0.0 for anything, and you shouldn't run into that issue
