Is there a detailed guideline on the roles and responsibilities of Information Security Officers, not CISO? An ISO is expected to implement security practices at the ground level and also work with the CISO w.r.t. the business goals

There is no across the board answer to your question other than “Depends”.
The same job title at two different companies can have distinctly different job responsibilities. Many companies may not have one or both of those job titles. Workload may be distributed to various other positions in the company. Some things may not be getting done.

I suggest that you talk to a recruiter in your area. He should be able to tell you more than we can.
