Actually both compliment each other is some way or the other. For SEO, you will need to promote your properties on Social sites and using the authority of social sites your properties have an advantage to reach bigger audience and rank on SERPS.

Both are good but SEO provides trackable and quantifiable results, regardless of whether you are an ecommerce or non-ecommerce site so there are no qualms when it comes to ROI. SEO agencies are able to track nearly every aspect of their strategy, like increases in rankings, traffic and conversions. Comprehensive analytics also provide the ability to drill down at a granular level and see demographic information and other engagement metrics for individuals who have interacted with your website.

Another thing that I would like to add is that social signals play an important role in ranking your properties. Another reason for you to take social media very seriously.

In short, nobody knows and many have opinions.

In more detail, it depends on how you answer "Better for what?" Any given organization might have numerous reasons for preferring one over the other, and there are as many reasons why either might be "better".

As a matter of fact both compliment each other in one way or the other. But, if I were to choose one then it would definitely be SEO.
