Is locating a data center on the top floor of your company bulding a cost effective solution?
In the wake of floods warning i would specify the locating your DC on the first floors would be dangerous as " first hit ".

Not a bad idea. Just because there may not have been flooding in your area before doesn't mean it can't happen as we've experienced here in Atlanta a couple of weeks ago. I would think if you take all the reasonable design factors into consideration and the numbers work out then it may make good business sense to. As for the technical gotchas I'd highly recommend hiring a data center consultant or meet with some of the vendors such as Anixter and get their take. Also check out the TIA/EIA 942 standard.

If you are going to put your DC on an upper floor, don’t forget to put the generator on the roof, and all the electrical for the DC needs to be in the DC so that when the city power shorts out because of the water all your power switching equipment is high and dry so that the Data Center keeps on working. They you just need to keep enough fuel on hand until the water recedes.
