Is it possible to detect a disabled network interface connection?

I'm trying to figure out when my interface has been disabled. Now, if I go to Windows Manager and disable one of the connections, the GetIfTable() only returns a status of one interface (it doesn't see the connected one). Is it possible to get something to return that the disabled interface still exists but that's disabled? Thank you.
